[Oneiric] gconf-editor not localized in german

gconf-editor ships not translation in Oneiric

TESTCASE:
- install gconf-editor under a non english locale
- look at the menus or ui, there is no string translated
- update, it should be translated

Indeed, gconf-editor was moved to Universe, but was not rebuilt since. It needs a no change upload to fix this.
Meanwhile, I have deactivated the template.
