From the logs and configuration, this appears to be an issue with uvesafb and the nvidia driver not playing nicely on your system (or maybe just uvesafb not playing nicely on its own). Since as you've mentioned on IRC you also don't get any console output either, this is not a plymouth problem per se (but thank you for filing it here nevertheless, as that gives us useful data to work with).

I'm reassigning to linux+nvidia-graphics-drivers; I think the bug is probably on the uvesafb side but can't be sure.

A few things that you might try:
 - set GRUB_TERMINAL_OUTPUT=console (or GRUB_TERMINAL_OUTPUT=ofconsole) in /etc/default/grub
 - set GRUB_GFXPAYLOAD_LINUX=text in /etc/default/grub
 - set both at the same time
 - pass video=efifb instead of video=uvesafb (may not work anyway because CONFIG_FB_EFI is set to 'y' in the kernel config, not to 'm'...?)

We have noted that there is a newer version of the development kernel than the one you last tested when this issue was found. Please test again with the newer kernel and indicate in the bug if this issue still exists or not.

If the bug still exists, change the bug status from Incomplete to Confirmed. If the bug no longer exists, change the bug status from Incomplete to Fix Released.

Same problem here with a very different config.

Problem :>
- switching to console input (hit Ctrl + Alt +F1) results garbage on the screen
(console input still works, I can log in & run commands in a "blind mode")
- no graphical plymouth shown during boot or shutdown

Config :>
Dell Optiplex GX60 PC upgraded with an Nvidia Quadro NVS 280 PCI graphics card
lubuntu 32bit, fresh install
kernel 3.0.0-12-generic #20-Ubuntu SMP
NVIDIA driver 173.14.30

lspci result for the CRAPhics card :>

Then please file a separate bug report using 'ubuntu-bug plymouth'. It's
not useful to mix multiple such problems in a single bug report, and it
won't help you get your problem fixed.
