Bug Description
Doing self.cache.update() in AptFacade doesn't simply update the cache, it fetches the files from the configured repositories and update the global apt indexes. reload_channels() should simply open the cache, and the updating should be done in some other place.

This will be addressed by bug #865299, making it possible for callsites to determine whether to call update() or not.
