Bug Description
SmartFacade has a set_caching() method. It receives either ALWAYS or NEVER. If ALWAYS is passed, reload_channels() won't re-download the Packages files of the channels, but will re-use the already downloaded ones. If NEVER, reload_channels() will re-download the Packages files for all configured channels.
It should be as simple as not calling self._cache.
