Update Transmission to 2.42

No, this won't happen for 11.10. After Feature Freeze, packaging an updated version of an app requires a Feature Freeze exception. On 29 September, we hit Final Freeze where only clear bugfixes will be accepted to any app that ships on the default Ubuntu CDs. Transmission 2.41 is not a simple bugfix release but it includes several new features (like porting to GTK3).
