retaining historical -dbgsym files

Bug Description
Binary package hint: apport
One of the challenges the mozillateam is facing when running -retrace is that by the time we run retraces a new version of the necessary packages has often been build. Currently, whenever a new package is build old -dbgsym files are replaces.
We are unable to retrace without having -dbgsym files matching the version that the reporter had installed at the time of the issue report.
Having a LP service that runs -retace immediatly upon receipt should reduce this problem.
In the meantime I would like to propose that we store historical -dbgsym files for some period of time.
