Bug Description
bin/cli still tries to import from cheetah, even though we no longer use cheetah and no longer have it in the pip-requires.
This could be a significant issue if quantum is deployed by itself. I think in many cases we may be saved by the fact that nova installs cheetah and therefore the dependency is likely to be installed if quantum is running on the same host as nova.
