tests fail with newer kombu versions

Bug Description
When running tests, they will randomly fail with a "assert not state" in the kombu memory transport. It's a kombu bug, but due to all sorts of issues I've seen with the kombu memory transport, we may want to port fakerabbit over to kombu.
If you run into this failure, downgrade kombu to the ppa version.. or pip install --upgrade kombu==1.0.4

Added ==1.0.4 version specifier to kombu in pip-requires to ensure tests pass in a clean venv.
Fixes bug 862629.
