fwts: method _BST check should check for discharging and charging state both being set

Bug Description

Minor improvement:

fwts method _BST test should check that bit 0 (discharging) and bit 1 (charging) are not both set as this is an illegal combination. Also, only bits 0..2 can be set, so flag an error for values > 7.
