OSAPI confirm/revertResize error message unhelpful

The error message returned when trying to confirmResize or revertResize on an instance that hasn't been migrated is not helpful. The code currently wraps exception.MigrationNotFoundByStatus with a blank HTTPBadRequest. Adding a message specific to this case would be much better.
