respect the .menu file in ~/.config

Bug Description

I have in ~/.config/menus a file called "applications.menu" Slingshot should respect this file. This would enable compatibility with existing menu editing tools like Alacarte and allow users to keep their menu settings across desktop environments.

Actually, ~/.config/menus/applications.menu redirects us to a file in /etc/, and that's the one we have to write.

This is not a beta stopper at all, so I'm moving it to beta2. We can take a look at this once Luna is out.

It's fixed, but the changes are applied only after restarting Slingshot. We may open a new bug for applying changes live.
