Launcher's menu dosen't respond on very first click

When I first enter in my Unity session and I right-click a launcher, no option states clickable (or highlight). I have to click back on the launcher panel and then right-click again to have an access to an option.

As I cannot take screenshot while the focus is on the Unity interface (which is a bug in my opinion), I will simply attach an explaining scheme.

Euhm, I kinda don't like double post, and even less triple. UPDATE : The bug is back and seem to not be 100% happening...
