Scope of global search field isn't clear

Bug Description
Launchpad 1.0's ubiquitous search form is immediately underneath the location bar indicating the current context, and immediately to the right of the structural object title showing the current context. Because of this, it's not clear that the search is a global one. It's also not clear that the form searches products, projects, and distributions, but not bugs, branches, blueprints, etc.
For example, Sarah Hobbs reported: "top right hand search bar - what is this for? bugs, code, products? Needs a description. Neat idea though"

I would like to suggest that it search the current context (first) -- if I'm looking at a bug in Launchpad I would probably be more interested in searching for other bugs in Launchpad than in searching for another product.
