I will answer it very quickly:
1. it is reproductible, I haven't been able since first install of Oneiric Ocelot alpha to change icon size or set the bar not to autohide
2. No particular steps. Just load desktop then try to move icons in the unity bar; go to CCSM and try to make icons smaller: the settings are saved but are not working.

I also have some other bugs:
https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/653571
https://bugs.launchpad.net/ubuntu/+source/nautilus/+bug/834272
https://bugs.launchpad.net/ubuntu/+source/indicator-power/+bug/833397
And more. They might be connected and who does not experience the invasion of crashes at desktop load/startup might not have any problem with how Unity&Compiz work.

the settings not being working instantly is a known issue, you have to
logout and then login again and the icon size will change.
