This is a multi-arch issue. I'm working on it but having other trouble with my Debian unstable pbuilder.

This bug was fixed in the package scim - 1.4.9-7

scim (1.4.9-7) unstable; urgency=medium

  * fix FTBFS from introduction of multi-arch. Closes: #640629, LP: #832945.
    full multi-arch support still needs further work.
