[GTK3] No spinner when navigating to slow screens (e.g. first launch)

Bug Description
Problem occurs with: software-
Does not occur with: software-center trunk r2155, Ubuntu Ocelot
1. Launch USC.
Or (from test case sc-003):
1. Choose "View" > "All Software".
2. From the "All Software" menu in the navigation bar, choose "Provided by Ubuntu".
What happens: For a couple of seconds, nothing.
What should happen: As with USC 4.x, there should be a spinner centered in the main pane, to show that it hasn't frozen.
(The "Loading" text used in USC 4.x isn't necessary -- just the spinner by itself.)
