Executables in the bin directory have file extensions

Some of the executables in the bin directory have unnecessary extensions, such as osrf_ctl.sh. It is generally preferred not to have language-specific extensions, since the executable might be replaced by one written in another language. (so osrf_ctl.sh should simply be osrf_ctl) For consistency, those executables where the language is significant should also lose the extensions - opensrf-perl.pl -> opensrf-perl, opensrf.py -> opensrf-python - to be consistent with opensrf-c.

In principle I support removing the language-specific extensions, but a patch for OpenSRF to resolve this will ideally come with patches to Evergreen and Evergreen's manual and be timed so that it strikes if/when a new Evergreen release requires a new OpenSRF release.
