No multi-user support in non-remote mode

A user should be able to set up LottaNZB and launch an instance of SABnzbd no matter if another user is already running LottaNZB and SABnzbd. In particular, LottaNZB should detect the case where an instance of SABnzbd is already listening on port 8080, but the current user does not have any corresponding configuration data. Choosing a different port such as 8081 should do the trick and allow for multi-user support. Ideally an user should not be aware that another user on the same machine is already running LottaNZB and SABnzbd.
