gnome-terminal under unity does not obey the "enable menu shortcut" setting

Bug Description
Under Oneiric when using the "Ubuntu 2D" session, when gnome-terminal has "Enable menu access keys" set in Edit->Keyboard Shortcuts - then pressing ALT+F does not open the file menu, nor any other menu can be opened using the menu access keys: the menu is shown when holding ALT but no menu can actually be opened using keyboard shortcuts.
For example - in Firefox it works fine.
