[backportpackage] Can't create backports on Debian systems

Bug Description
Hi,
On a sid machine:
laney@raleigh> DEB_VENDOR=Debian backportpackage -u ppa:laney/ppa -s maverick -d lucid tuxguitar
backportpackage: Error: Unknown release codename maverick
I guess this is because distro-info uses the running distro to tell you what releases are available. If it has the facility, you should force it to always tell you about Ubuntu releases. Or if not, then this needs to be fixed there first.

This is a problem of codename_ to_distribution in ubuntutools/ misc.py. When DEB_VENDOR is set to Debian, Ubuntu won't be found.
