Bug Description
start on (local-filesystems and net-device-up IFACE!=lo)
stop on runlevel [016]
These criteria for starting will not be met when transitioning from runlevel 1 to 2, but the stop on will be met when the admin transitions to runlevel 1 for maintenance.
