HTML Tags Displayed in Wiki Page Title Field

HTML tags are being displayed in the wiki page title field. For example, if you bold or change the color of a wiki page title, you get the HTML tags showing up, see: https://karl.soros.org/communities/its-a-test/wiki/span-style-color-993300-karl-trainings-are-really-fun-span/ or https://karl.soros.org/communities/its-a-test/wiki/strongwhatever-strong/

You'll also notice that the HTML tags are showing up in the URLs as well, so we should make sure to strip them out of both the title field and URL.

It would be good for testing, Jim, if you could look at a community with a large wiki and make sure existing links still work.
