Navigation Bar, if hidden, shows up at loading and pushes the content down

Bug Description

If you hide the navigation bar, then every time you load a page it comes into view and pushes all the content of the pages down and up again (once it ends loading).

This is really annoying and causes dizziness.

Not showing the navigation bar is helpfull in small screens, it saves a panel not used most of the time.

There was talk in IRC of the option to place the navigation bar below the web page. I don't know the status of that--whether it was rejected outright, consigned to the place of an extension (I'd be happy to write one if that's the case), or whether it considered acceptable (as a visible or possibly a hidden setting) but lacking developer enthusiasm.

Some further discussion of this would be worthwhile, I think.

The discussion in IRC involved a 5-minute-hack moving the navigation bar to the bottom, and all involved people considered it rather strange, so that idea was discarded. It would be trivial to implement as an extension.

But notice that that wouldn't solve the bug at all.
The address bar would still show up MOVING THE CONTENT DOWN untill hiding again.
That's the key issue.

Were the navigation bar to appear below web content, it would merely obscure the bottom of the content, rather than moving it in any way.

The navigation bar is hidden, even though we are (re)loading a web page - me personally, I find this behavior more natural.

I probably agree at this point to go for the simpler behavior. Trying to be too smart, like in this case, can go too far against intuition and achieve the opposite. I committed the patch. Note that it was missing the opposite call of hiding the bar.

When using Tab Panel extension and this fix, it is hard to tell if something is happening. When not using TP extension on each tabs favicon it shows a GtkSpinner when re/loading a page. Please add the same thing to TB extension, ie. GtkSpinner.
