windows open at top of screen, with only 1/2 of vertical resolution, can't maximize to full screen

Bug Description
chrome, firefox browsers, wireshark, terminal, all show the same effect. this happened once before on bootup, restarting cleared the effect and was able to open apps normally to full screen. Note this only affects the primary laptop screen, if I move the open app to the second screen, the app opens normally to full screen. Also note, the full desktop is visible on both monitors.
