Reviewers cannot edit an app

Bug Description

Currently when reviewing an application, it is not possible for the reviewer to make any changes (fixing a typo or similar). Currently we 403 with "Only the owner of an application can do that".

Perhaps the current behaviour is correct until we track all changes made to an application, but I'd think that eventually we'd want reviewers to be able to do small corrections (?)

As a reviewer I *should* not have to have webops make a simple change (like edit a typo or change a icon).

Yep, that's why I created the bug :) At the time we didn't have tracking of
changes, but that should be pretty straight forward now. So the only
remaining question IMO is whether:
1) All reviewers can change all fields at any time (as per the dup bug), or
2) All reviewers can change a subset of fields at any time, and special
role (jpugh) can change other fields (ie. price, or other sensitive stuff?).

mpt, this is part of a few bugs that show design defects in the current backend review process. We can identify the process like app updates that are not handled but need design flows to ensure that they are addressed, and do not break ARB processes as well.

I've seen how the page currently looks for a reviewer, and I don't think it needs to be any more complicated than just having the same edit UI that the original developer has. Does that seem reasonable?
