[dash] hard to scroll because scrollbar is tiny in non fullscreen mode (aka implement overlay scrollbars)

Bug Description

Binary package hint: unity-2d

I click the ubuntu button. The ubuntu button menu appears. I click more applications. The full application list appears. I see a horizontally small scrollbar, so I expect it to be the new overlay scrollbar, but it is the old scrollbar, so I have to target the mouse pointer, so it's hard to scroll.

Thanks for the bug report Pedro.
I believe you can simply drag the entire grid of applications to scroll through. Would that be enough for you?

It's good enough, but an overlay scrollbar would be excellent.

I said I can't simply drag the entrie grid of applications and I want an overlay scrollbar in dash in comment #4, but I wasn't heard, so please hear me.
