Root layer should be included in the Layers palette

Bug Description

The dropdown at the bottom of the screen that allows you to set the layer of the currently selected object has a 'root layer' option, but this is not seen in the Layers palette.

A user can close all the 'eyes' in the Layers palette but still see objects on the canvas, which is very confusing! :)

See Bug #166615 “hide (root) in layer list when there's a normal layer”:

The 'root' level is only shown in the layer selector (status bar) if it is the current layer (i.e. an object in the 'root' level of the SVG tree is or had last been selected) - similar to how the layer selector shows the group id if a group has been entered. Using Inkscape with its default templates, 'root' is not accessible from within the GUI (except via XML Editor) for - unless some known issues interfere [1].

Bug #166625 “root-level items trapped in root after first layer created”

[1] some extensions may create objects in root (intentionally, or after toggling live preview on/off), and a focus glitch in the layer dialog can cause 'root' to become the current drawing level (bug #505225).
