If an object is not in a layer where is it?

If an visible object does not seem to belong to any layer, it is probably under the document root, at the same level as the layers themselves. Moving such objects to the layer below (at Layer menu or Shift + Page Down) brings them to an actual layer.

With current Inkscape versions the only way to move elements from the document root into an Inkscape layer is by using the XML Editor. None of the commands from the 'Layer' menu work for elements outside of Inkscape layers (I don't know about the keyboard shortcuts as I don't have those keys on my laptop), and the 'Layers…' dialog only can manage layers not individual elements.

sorry - I was wrong here (made the mistake to confuse the ordering of the elements in the XML Editor with the layer dialog: a 'layer above' in the layers dialog is listed 'below' in the XML Editor and vice versa. So the commands from the 'Layers…' menu work also on elements in the document root - where applicable.
