Bug Description
Binary package hint: flashplugin-nonfree
Installing flashplugin-nonfree in 11.04 requires libcurl as a dependent. Right now, it does not install with apt-get, which leads to confusion. I discovered this while installing localapps in to an LTSP chroot. It appears that libcurl3 is installed in a normal Ubuntu desktop installation.
I was able to fix this problem by running "apt-get install curl"

Although it happened on LTSP, there's nothing to fix in LTSP for this bug. It's purely a packaging bug in the distro.
