Bug Description
Binary package hint: indicator-weather
The weather indicator can't be disabled for an user as it doesn't appear in the list in "Startup Applications".
Weather indicator is mostly useful in a shared computer where not all the users use "unity": in gnome the indicator built-in the clock makes it redundant. More generally people may not want it.
The solution is to drop the "NoDisplay=false" in /etc/xdg/
