useradd: cannot lock /etc/passwd; try again later.
adduser: `/usr/sbin/useradd -d /home/festival -g audio -s /bin/false -u 118 festival' returned error code 1. Exiting.

Not a bug in festival, you have a stale /etc/passwd.lock file. If you remove it, all will be fine.

Changed in festival (Ubuntu):
status: New → Invalid
