I can confirm this while upgrading from Maverick to Natty (on 4/28/2011).
Compiz (and compiz-plugins, IIRC) was previously uninstalled from my two Maverick boxes long before the upgrade.
I ran 'update-manager -d' to perform an in-place upgrade to Natty. Compiz (nor compiz-plugins or compiz-plugins-main or compiz- plugins- extra) was *not* installed during the upgrade, and I was left with a desktop that displayed network shares and local folder, but without a gnome-panel or unity interface.
I debugged and saw the similar error as above: "compiz (core) - Error: Couldn't load plugin 'ccp'".
Let me know if other information is necessary.
