Bug Description
Right now, each email notification from a bug subscription has at most a single comment. We aggregate metadata changes and attachments from the same person from the same bug into a single email, but not comments.
This leads to problems like the one reported by apport users in bug 424849. Because apport includes comments for each attachment it sends, our code to aggregate attachments is not leveraged.
Other bugs have discussed aggregating all changes to a given bug, regardless of the person who made the change, as discussed in bug 31586, bug 138592, and in mailing list discussions linked to from bug 31586. Changes were contentious.
If we aggregate comments (in addition to the attachments and metadata aggregation we do now), that might alleviate or even address the apport problem originally described in bug 424849.
Note that bug 667604 also is pertinent to work on apport attachments.
