Package vlan should be included in nova-compute's dependencies

After I installed nova-compute on a different marchine with nova-network, I failed to run instance due to error "command vconfig is not found". And the vconfig is included in package vlan. So I think the vlan package should be added in nova-compute dependencies.

I used ppa:nova-core/trunk. And OS is ubuntu 10.10.

But what if the user will not using Vlan mode ?
I think just add a remind in doc would be enough

The problem is that VLAN is the default network mode in OpenStack. We ought to support the default settings "out of the box".
