Binary package hint: unity
This is inconsistent with the default behaviour, where when the Desktop is displayed, a special global/application menu is shown.
With two monitors, only the second monitor ever shows this menu.
Presumably the behaviour should be: show if the user is showing the desktop on that monitor, and the mouse is moved over that screen's panel area.

When the desktop is being shown, the nautilus global menu is shown. This was designed this way, therefore what you are experiencing is the expected result.
