yes, launch cheese and put in in video mode. Here, the camera FPS is nice. Then, start recording.

have a correct amount of FPS on the camera panel

~ 0.1 FPS for the camera.

You seem to be doing the recording at 640x480 ? Does this low FPS recording happen with other resolutions also? (you can change the resolution in the cheese preferences)

I wanted to submit my informations to help solve the bug https://bugs.launchpad.net/ubuntu/+source/cheese/+bug/332381 but you keep doing bad things without listening to my arguments, and as such, you make me waste too much time against what I can afford.
