Split Russia entries in OSF People into separate reports

Hi All,

The "Russia, Ukraine, Estonia, Latvia, Lithuania, Poland, and Hungary" (https://karl.soros.org/people/osi/c2/r1/russia-ukraine-estonia-latvia-lithuania-poland-and-hungary/) program has now split into two separate programs: The "Russia Project" AND "Ukraine, Estonia, Latvia, Lithuania, Poland, and Hungary".

"Russia Project" should be listed on the OSF tab in the International Operations section between Nepal and South Central and Eastern Europe. GSA will be sending department: Russia Project.

"Ukraine, Estonia, Latvia, Lithuania, Poland, and Hungary" should be listed on the OSF tab in the International Operations section between South Central and Eastern Europe and Western Balkans. GSA will be sending: Ukraine, Estonia, Latvia, Lithuania, Poland, and Hungary.
