[MIR] new build-dependencies for lintian

Binary package hint: libtest-simple-perl

lintian now directly build-depends on

 - libtest-simple-perl
 - libemail-valid-perl
 - libtest-strict-perl
 - libtest-synopsis-perl

The new build-dependencies pull in:

 o libdevel-cover-perl: libdevel-cover-perl
   [Reverse-Depends: libtest-strict-perl]

o libtest-warn-perl: libtest-warn-perl
   [Reverse-Build-Depends: libdevel-cover-perl]

 o libtree-dagnode-perl: libtree-dagnode-perl
   [Reverse-Depends: libtest-warn-perl]

 - no bug reports open in Ubuntu and Debian (except for the funny #616029).
 - no reported security issues
 - all packages maintained by the Debian Perl Group
 - library packages only used for testing (currently only in lintian).

All packages meet the requirement for promotion to main.
