Bug Description
Binary package hint: dpkg-repack
dpkg-repack currently depends on dpkg-dev, but does not need it. It only calls dpkg --build, which calls dpkg-deb -b, which is in dpkg itself. The dependency was added in 2004 because back then it used 822-date. These days it doesn't any more, and thus the dependency can go.
This caused our desktop CDs to grow by a magnitude of 10 MB, as this newly pulls in dpkg-dev, build-essential (by recommends), g++, etc.
