Bug Description
Binary package hint: transmission
Steps to reproduce:
1. Enable web interface
2. Open web interface in browser http://
3. Enable speed limit mode
4. Switch to GUI
5. See nothing changed in the GUI status bar (turtle button is inactive)
Expected result: the turtle button must be turned ON.

What version of Ubuntu are you using?
Which package of transmission is installed (you can run this command in the terminal (dpkg -l | grep transmission)?
I can reproduce the bug in my system:
Ubuntu 10.10
Package: transmission-gtk 2.04-0ubuntu2
