Place the usage bar label on top of the bar instead of beside it

Bug Description
The usage bar label should appear above the bar instead of beside it. This is more consistent with presenting things as a top-to-bottom hierarchy. The bar actually belongs to the label, instead of appearing as it's peer.

On a side note, the use of a progress meter there is strange.
Apart from the obvious that it does not show any "progress" , I wonder if we could instead use the "GtkScale" slider instead, but not allow interaction and keep it inactive.
Inactive in the sense, like how the volume slider in the indicator applet shows the volume level when muted. We can see the level but can interact.
