Cannot install packages using a custom list

Custom package list functionality is no longer working correctly (refer to the spec at https://wiki.ubuntu.com/SoftwareCenter#Custom%20package%20lists).

To reproduce:
On a system where the packages "ark" and "artha" are not installed, and "software-center" is installed. navigate to the main category screen and enter the following into the search field (without quotes): "ark,artha,software-center".

Expected:
1. The three packages should appear in the list view in the order typed.
2. The status bar at the bottom of the window should display the text "3 items".
3. The action bar should appear at the bottom of the list view with a button labeled "Install 2 items" (corresponding to "ark" and "artha")

Actual:
1. The package list correctly displays the three items in the correct order.
2. The status bar incorrectly displays "0 items".
3. The action bar with install button does not appear.
