"latest stories" section redundancy in recent column

Bug Description

I've noticed, when multiple stories are added, they don't display as expected under the "Latest Stories" section. Rather than appearing as one list, each new story is displayed under it's own unique "Latest Stories" section. So, if I've made 3 stories, I now see 3 "Latest Stories" sections repeated, with only a single story listed in each.

The "Latest Stories" container elements weren't housed inside (noloop()noloop) & (noloop_bottom()noloop_bottom) markup, so the sections were repeating with each returned result.
