if no public profiles, then empty main page

Bug Description

If there aren't public profiles, then we should display the current main public page that is more like a landing page to describe the people software...

does this make sense?

Currently the public profile index is available at /people/

So, on the main index:

1) If there are no public profiles, display a page that looks like the current page with explanatory text and a photo.

2) If there is at least one public profile, display the same contents as /people/

Well, can just pull a photo and text associated, but it would have to
be public, right? I think best to just include the static one we have
at present. We can get fancier in the future.

Yes, just copy the static content from the current main page. Even the photo
can be static for now.

Cool, this was fixed by simply adding the static content into the "No Results Error" section of the /people widgets. If no contacts are retrieved from the SQL, the static content is displayed.

Currently, this is also the case, if a user isn't signed in, but this can be easily amended when it is determined I should proceed with the public profiles, now that they're functioning (should all of our combined public profiles be added to this display page that anyone can view?)

Yes, I think this is right. THe main public index page should be a
combination of all people in ppl with public profiles. We can have a
breakdown by author later....great work brad!

I addressed this elsewhere, but again: the profile index should be publicly
viewable, and include all public profiles from all owners.
