Update Thunderbird translations to 3.1.7

New upstream translations for Gaelic, Galician, and Serbian

It would be nice to get updated Thunderbird translations for 10.04.2. We can update Maverick and Natty as well.

I want to get lucid-proposed done before the freeze and will get maverick-proposed and natty done this weekend. Upgrades should be fine in the mean time as all have the same version of Thunderbird.

    - update xpi/*

  * Remove 3 lines of whitespace in si.xpi so that we can install it
    - update xpi/si.xpi
