New chat windows don't open upon new incoming message

Binary package hint: empathy
When I receive a new message from a contact who does not currently have a chat tab/window open, no indication appears other than their name blinking in the Contact List. Whether this is a "feature" or bug, it should be fixed. Standard behavior is to open new chat window upon incoming message.

i see your point, it is a question of individual preference, and so there is a workaround already in the preferences. The workaround otoh will stop your incoming chat messages from being shown in the messaging menu :P
TBH it is not quite easy to discover, because this feature:
* is hidden in a sub-tab (the wrong one) of the preferences window
* is therefore hidden behind a semantically different title
* is activated by deactivating an other feature, i.e. doesn't have its own switch
