new chat doesn't open new window (no setting available)

Binary package hint: empathy
Running fully updated Maverick Beta (although RC got released today)
Right now whenever someone new messages me, the message goes straight to the indicator applet, and I have to go in there to open a new window for the chat. Notice I say new window, not new tab.
I would like it to automatically open a new window (or preferably tab) for the new chat without me having to manually go to the Indicator Applet menu and selecting it. It doesn't necessarily have to be the default, but having a switch in the Preferences would be most helpful.

thanks for the bug report. there is already an option in empathy 'display incoming events in the notification area' if you untick that option you will get what you have reported in this bug. i..e. a new message will open a new window.
