no cpu frequency scaling

Bug Description

edgy 2.6.17.10-generic with kubuntu
dell inspiron 6400 duo core.

cpu scaling not supported

in addition cannot change display brightness (which I could do with fn keys in dapper)

nor is the option of sleep available in kpowersave

The dell description of the processor is as follows:

1 U9625 PROCESSOR, 80539, YONAH, T2400, 1.83, C0
1 FH658 MODULE, LABEL, INTEL, CENTRINO, DUAL CORE YONAH, NOTEBOOK

My submission ID for Kubuntu edgy is

Things stand as follows:
with kpowersave no frequency scaling is allowed.
removed kpowersave (and powersaved) and installed powernowd via adept.
Then frequency scaling is possible. However, the screen intensity cannot be
changed. If I start with older kernel, then I can change the display
intensity.
