Bug Description

This bug report supersedes a part of the multiple feature requests in bug report #699559 "Wishlist".

Although many pcb's have a rectilinear outline, this is
not always the case. Even when the are many are not in
the form of a single rectangle. Cut-out areas are also
often required.

I'm very tempted to mark this as invalid, since we do support arbitrary drawing on the "outline" layer. The PCB+GL branch even uses that layer to figure out what the board shape should look like when rendering in 3D.
