[wrap-and-sort] Add option to use on individual file

Binary package hint: ubuntu-dev-tools

Would be nice to have an option to use wrap-and-sort for one file, e.g. I want do it only on debian/control, so I'd like to use:
$ wrap-and-sort -f=debian/control or something.
